PlateCodes is an application that allows you to determine whence an automobile obtained its license plate based on information on that plate. For example, all license plates for vehicles belonging to the embassy of Switzerland in Beijing, China begin with the number 213. If you see an Italian car with PI in the lower right hand corner, it means the license plate was issued by Pisa.
The project is available under GPLv3. Find out more on my personal website. There is also a Linux version based on QML, but I'm having packaging issues with snapcraft. Let me know if you have any tips, or just compile it yourself.
